Greg Douglass’ Professional Biography

Greg DouglassGreg Douglass, President and CEO of Citadel Intelligence, has been a veteran with the Tulsa Police Department for over a decade and a former member of the Tulsa Police Department Special Operations Team.

Greg graduated from Oklahoma State University in Stillwater, OK, with a Bachelor of Science Degree in Business Administration, and minors in Finance and Marketing.

Upon graduating from college, he accepted positions with companies (Rockwell International & General Dynamics) holding government contracts and was employed as a manufacturing engineer. During the years 1987-1991, Greg was involved in various assignments including designing fabricating plans for parts and assemblies of the F-16 Fighting Falcon, the Tomahawk Cruise Missile, Stealth Bomber, etc.

Due to Greg’s extensive athletic background, he developed an interest in martial arts in 1989. He quickly advanced in Karate, Brazilian Jiu-Jitsu, Judo, and Kickboxing. Upon discovering his natural ability to master these skills, he retired from his engineering career and became a professional fighter. During this same time he was a lead instructor at Apollo’s Karate in Tulsa, Oklahoma, where he taught over 400 students Karate, Jiu-Jitsu and self-defense. He trained extensively with the world’s greatest and most respected fighters including Carlos Muchado, Rorion, Relson, Rickson, and Royce Gracie. Greg even developed his own style of Martial Arts, called American Combat Jiu-Jitsu, and instructed students at his school that he owned and operated, in Tulsa, Oklahoma for several years.

During his professional fighting years, Greg fought champions from all over the world, including Japan, Thailand, and the United States. He remained undefeated throughout his career and won the North American Kickboxing Champion title in 1991 and the Light Heavyweight Combat Jiu Jitsu World Champion title in 1992. Greg’s final bout was in 1997, in Japan, and he retired undefeated and holding the title of World Champion.

In 1993, at the height of his professional fighting career, Greg became a Tulsa Auxiliary Police Officer, which is a volunteer position, now referred to as the Tulsa Police Reserves. He enjoyed serving the community and had a true desire to protect those who were defenseless. He developed a passion for law enforcement and in 1995 became a full-time Tulsa Police Officer.

Throughout his training with the Tulsa Police Academy, he discovered a severe deficiency in the instruction given during the Defensive Tactics Training. This portion of the academy teaches police officers how to defend themselves under attack, and was lacking in certain aspects, such as the proper defense against wrestling or fighting with a suspect on the ground. With Greg’s professional training in groundfighting and expertise in the martial arts, he knew he could radically change the Tulsa Police Department’s standards, and improve the chances of a Police Officer surviving a deadly combat situation.

In 1993, Greg began development of a training course called E.A.G.L.E. ™ (Effective Application of Groundfighting for Law Enforcement). This is an advanced groundfighting-based, self-defense and physical arrest system specifically designed for Law Enforcement personnel, as well as concealed carry individuals. The system concentrates on easy to learn self defense, physical control and submission techniques that are proven effective in dealing with combative subjects. Additionally, the course deals with judicious use of deadly force. This program was the first of its kind in the nation, and now, various forms of the E.A.G.L.E. ™ training are mandatory and being taught to Police Departments all over the country.

Upon graduating from the Tulsa Police Academy and becoming a full-time Police Officer, he was granted a position of Defensive Tactics Instructor. He began instructing all of the Tulsa Police Officers in the E.A.G.L.E. ™ training course, and continues to train and instruct all Tulsa Police Officers in defensive tactics.

Greg Douglass GunHe has personally trained over 1500 Law Enforcement Officers (Local, State and Federal) in this system. This is not only a requirement for the Tulsa Police Department but it is also a 16 hour C.L.E.E.T. (Council on Law Enforcement, Education and Training) accredited training course, as well.

In 2000, Greg was selected to join the Tulsa Police Department Detective Division as a Sex Crimes Detective. Greg attended the highly respected and nationally recognized Serial Killer Profile School, conducted by Dr. Phoebe L. Kelsoe. He served as an investigator in this division for a year and returned to field patrol.

In addition to Greg Douglass’s Defensive Tactics Instructor status, he also serves the Tulsa Police Department as an instructor for various special weapons and tactics, Use of Force and Officer Safety, and the proper use of issued weapons, such as Pepper Spray and the Baton. He is a Field Training Officer which requires him to instruct, train, and evaluate new Police Officers on patrol.

Greg Douglass has exceeded the requirements for training as a Tulsa Police Department Instructor and S.O.T. (Special Operations Team) Operator. He has personally spent hundreds of hours in a wide variety of training and certification programs to enhance his abilities and increase his knowledge and skills. He also carries many instructor certifications with various organizations, such as C.L.E.E.T. and Strategos International that qualify him to instruct individuals in multiple fields. For the past eight years, he has been called upon by many organizations to instruct classes in rape prevention, personal safety and self-defense. He has also developed a course curriculum for women’s safety and conducts seminars periodically at Aspen Athletic Club in Tulsa.

Officer Greg Douglass has been recognized by citizens of the City of Tulsa, fellow officers and superior officers for his excellent service to the community, dedication and professionalism. He has received numerous commendations and awards throughout his law enforcement career.

Greg is currently featured in a nationwide advertising and marketing campaign for Hornady Ammunition Company. They have used him for the past five years in their marketing campaign. Hornady’s Catalog and Website feature many pictures of Greg in full SWAT gear, and several advertisements have appeared monthly in magazines, such as Guns and Weapons for Law Enforcement and Law Enforcement Technologies.

On June, 22, 2004, Greg was the first officer on the scene of the First Fidelity Bank Robbery. As he approached the front door, he saw a male client, Howard Smith, lying on the floor, bleeding from an apparent gun shot wound to the head; he appeared to be dead. Greg entered the bank and quickly determined that the suspects had already fled the scene. At this point, he directed his attention to the three victims of the shooting. An employee, Amber Rogers, appeared to be in the worst condition. Greg immediately went to her side and began to assess her injuries. He held her in his arms, brushed the hair from her face, talked with her, attempted to keep her alert and tried to prevent her from going into shock. The bank’s president, Mark Poole, was shot and in a lot of pain, however, his color was good and his situation did not appear as grave as Amber’s. Medical personnel eventually arrived and transported all victims to separate hospitals.

Greg went to Saint John’s Hospital where Amber had been taken and spoke with and consoled her family, and met with the doctors who were dealing with Amber. After several hours of surgery, Amber succumbed to the injuries and died.

In Officer Douglass’s law enforcement career, he has witnessed and been exposed to many situations involving violence and death. However, what struck him most about Amber’s death was the huge impact it had on her family and the community at large. How could such a senseless act of violence be perpetrated for $3258.00? Why?

In the days following, Greg had the opportunity to go to Amber’s funeral and witness literally thousands of people impacted by this tragedy. Moved by such compassion and caring, Greg knew that he had to do something to prevent further tragedies from occurring to good people, such as Amber Rogers.

Using all of his training, experience and knowledge he immediately went to work at developing a program that would help financial institutions prepare for such violent and deadly acts. Greg spent endless hours researching current training programs, bank policies and procedures, bank robbery statistics and suspect profiles, actions, and behaviors during bank robberies. The culminations of all of his efforts lead to the creation of what is now known as the F.I.S.T. ™ Certification Program.

Citadel Intelligence was endorsed in 2005 by the Oklahoma Bankers Association’s Robbery Task Force/Robbery Prevention Committee to provide the F.I.S.T. ™ Certification Program to all OBA member banks. The Robbery Task Force /Prevention Committee decided that the banking industry had to improve its current security standards to include completing a risk assessment program and providing safety training to staff. The F.I.S.T. ™ Certification Program provides these crucial elements, as well as a situational exercise/reality based training. This program is the first of its kind in the nation and is radically changing the way the banking industry is preparing for armed robberies. Greg Douglass has been featured as a keynote speaker in Oklahoma, Texas, New Mexico, Louisiana, Kansas, Missouri and Florida as a “Bank Robbery Expert”.

Greg has spent his entire adult life excelling in all of his areas of interest. In every endeavor, he has been a critical thinker, an innovator, and he has repeatedly used his unique talents, skills, abilities and life experience to improve upon or create training programs that are life saving and essential to those in need.
